Except for top level forms, VFP forms do not support a menu in the form. Craig is right, moreover, in that multiple menus in the application is confusing. Visual Objects used to feature this sort of menu arrangement -- still does for all I know, and it was a major pain to get rid of.
If you must have a "menu" in each form, you can simulate a menu with a series of buttons arranged on a container at the top of the form, each button calling an appropriate short-cut menu from its Click() event. It takes some work to make the container work like a menu -- but it is possible.
