I recently looked at a log of alternative for project documentation/help. I settled on Help & Manual. It is shareware and is available from http://www.helpandmanual.com/. It can publish to HTMLHelp, WinHelp, .pdf, .doc and of course your printer. What sold me on it was that it was the most intuitive of all the solutions I looked at, which meant a short learning curve.
