Would changing/modifying Tags by a DCOM be the business logic Tier?

Maybe - I guess the VFP Proxy could be call a middle Tier if it's eventual job would be to convert the [received] XML Tags to [the "sent"] tags that would be "known" by the client. That would make it a "business rules" engine, right?
