I can't answer your question for sure, as I haven't tried to do anything like this. Each application runs within its own process space, but I'm not sure if the virtualization extends to the ports (i.e., each user having his/her own set of ports) which looks to be a requirement to keep multi-user data straight. In a way, it sounds similar to printing, but that is a one way path to the client (a Terminal Server can print to standalone as well as network printers, at least on homogenous Windows networks--it gets very difficult when Novell servers are thrown into the mix).
My understanding is that Microsoft has made improvements to Terminal Services in Windows 2003 Server that may facilitate what you wish to accomplish (I'm told that printing is now totally transparent). If you have access to technical documentation for Win 2003 Server, you might want to take a look at what it has to say.
You might also want to post on one of Microsoft's Terminal Services newsgroups. There are some pretty good people over there.
