Steve said he applied for the full-time job. Also, if they only want local candidates, maybe they should clarify with 'local candidates ONLY', not preferred.

And since his resume has nothing recent that is not contracting on it, I'm guessing that Steve never stated specifically in his cover letter that he was looking for a full-time position.
