I have found the best approach is to create a screen that fits in the lowest common denominator: the 640x480 desktop. You can then use it on screens with higher resolutions.

In the MS Knowledge Base there is a topic that recommends creating different forms for each screen resolution, sensing the resolution at runtime and calling the appropriate form. Although this is possible, it seems like too much additional work!
