Yes, I'd just write disk files in this case. they can all just reference the css file, and using an "ordinary" browser on the files makes sense too. Have you thought about bundling it all up into a CHM file?

With writing to disk, I can still use another browser as just another check, so in this case - yes, I have lots of reasons to write to disk.
