Hmm.... why not consider one of the VFP commercial frameworks, they all have built in security systems that meet your requierments. At least the most popular ones.

As a matter of fact, Visual ProMatrix, which is capable but not my favorite can be bought for $50 till Nov 30th.

Of course, using a framework will give you MUCH more than just the security system.
