To me, it worse.
Using a band-aid implies you know something is wrong and you apply something temporary. SET ENGINEBEHAVIOR is like using morphine. It masks the symptoms so you don't even know something is wrong. To expand this medical analogy to the extreme, all of a sudden, you drop dead because you didn't know you were bleeding internally. Someday the developer will use the data returned by a faulty SQL statement and it will be wrong sometimes and right sometimes. They may be scratching their head for awhile on this one.
