IMO -
The development environment includes the IDE and the compiler stuff. You cannot legally ship those out unless your clients purchase a license for it.
OTOH - are you sure the 'problem' client machines actually have the right Service Packs for VFP and the OS's ??
Hoping I'll see some more comments from you about the problems they are encountering.
