You not only need the support for the collating sequences, they also have to be compatible with the table's codepage. You can't apply a cyrillic collating sequence to Chinese tables, or any other tables except those marked with codepage 1251. Just the same, you can apply only Western collating sequence (General, Nordic, German, Spanish...) to a table with codepage 1252.
