OK, Sergey already gave you an answer.
Apart from that, the framework I use takes advantage of this, resizing and repositioning controls automatically, when the user changes the size.
To keep the size reasonable, the framework also sets Form.MinHeight and Form.MinWidth to 1/2 the original values of width and height. (There are also MaxHeight and MaxWidth properties.)
If you want to do it yourself, resizing and repositioning all controls is actually quite complicated, and the results don't always look good.
