sorry for keeping you waiting for such a long time - to answer your question:
Of a total of 84 sessions (+ 11 vendor sessions) 42 or 50 % were presented in English, so there was at least always one session available, which was presented in English, every time on every day. Also all 3 (!) Key Notes were presented in English.
Besides the 21 speakers, who presented their sessions in German, there were 12 speakers, who presented their sessions in English (10 from North America, 1 from Hawaii (guess who), 1 from Bulgaria) - details in section Day Zero in the report, which is now complete also on these details.
So I think, it is worthwhile to attend, even if you do not speak German, but know English. And due to some specialties of the Frankfurt area (see report) virtually everybody speaks at least a little English, so you even won't get lost if you move outside the DevCon, e.g. for sight seeing.
