Have you tried opening the scx and see what's in record 63?

For me it shows Height = 24. I wonder if you have some sysmetric value (Windows appearance setting) that causes that to be an invalid Height for a grid. Your scrollbar settings would be one thing to look at. You might try tweaking the grid height until it works for you.
