I finally got around to checking this out and there is Help locally when the Internet connection is down.

They probably even have a way to reverse the sequence, or to make Internet optional altogether. But, like anything else MS, finding such stuff is a matter of luck for most of us.

BUT where did MS offer prominent advice/warning that the Internet is even used for Help? Similarly for the blocking done in Outlook?
And why does it take a Registry revision to adjust the blocking? I didn't mind the initial blocking but I sure as hell don't like not having a Tools or Options capability to revise it to my needs. They don't even offer rt-click or tooltip on that non-obvious gray bar that 'informs' me of a blocked attachment!#@#!@#

MS simply is taking TOO MANY LIBERTIES with other peoples' systems AND they've adopted the mushroom approach about it all - keep the users totally in the dark.
I sure hope that the 'oh well, not really a big deal...' appraoch so many people seem to have gets replaced by a tad of upset/outrage.
