Okay using the mouse and visually assuming this is the first notch is false idea. Using the keyboard and clicking on the In-Line slider first pull the thing to the very bottom and use the up arrow one click and you have the bare minimum possible volume, visually there is no feedback, so what I was seeing was actually 2-3 notches high <g>.
