I tracked the problem down. It seems that my VCX file got ever so slightly corrupted. The problem was occurring ONLY on a derivative form class and its subclass and no other. I redid the library and that (so far) appears to have fixed the problem.
Just FYI for anyone else hitting something like this.

I can still use it in 8 but there seems to be a catch. I am trying to populate the property array with 19000 Rows with 2 columns (38000 elements). In 6 & 7 this wasn't an issue, I could populate the array and refresh the listbox using This.lstItems.Rowsource = THIS.lstItems.Rowsource with RowSourceType = 5. Under 8, the listbox does not populate from the array. I can get this control to work like it did under 6 & 7 with only a few elements.
