How does BrokenRules get displayed in the Web applications?

I have created my business rule as described in the help guide, but it doesn't show on the web page.

E.g. Last Name can not be blank.

So I blank out the last name in a test record and press the save button. The last name object does not get selected and no error message appears.

Am I doing something wrong?
