This is certainly not a very common file extension;
www.filext.com doesn't list it. Perhaps somebody used a non-standard file extension for some other file.
You can try to contact the people who sent you the file.
Or, open the file in NotePad, and perhaps in a Hex editor (try NotePad first), to see if you find a pattern.
