It is hard enough to find 6-10 developers who are *good* at Fox development. IMO - good means that the developer is at least an intermediate level developer. Good can also mean that they are on the newbie side - but are trainable and learn quickly. Keep in mind that the specifics of your project will have a large bearing on the issue. For example, if you have SQL Server or web requirements - your small talent pool to begin with is MUCH smaller. Add in the fact that you also need business analysts - and your very small talent pool is now that much smaller. Also - the best people out there are consultants - which you will not get for less than $100/hour or so.
Working with a 10 to 1 ratio - interviewing 10 candidates at least for 1 position - you would need to interview at least 100 bona fide candidates most likely to find 10 people. Do you think there are 100 people in this region - who are available now?
Like Dragan said - considering telecommuting is an option you will likely have to consider.

I would say the definition of good would be a developer that can also discuss business needs and challenges with users, translate them into functional/system specifications, and then code and deliver the product.
