I don't think it is, and I highly recomend that you have small graphics for the thumbs either with a different name or in a different directory. If you do not then your code could tell the browser that you have graphics thumbnail size, but the page would load as slow as if it downloaded every huge image.
This software is great for making thumbs and it's free.

If you do get the thumbs on the server, then all you have to have is straight html. I do a lot of plays and share photos. This is an example.

If they don't want you to save the thumbs on the server, then do something similar to what my page does, but have each link for the one photo point to the same big image. When they see how slow it is, they'll change their mind.
