Entering that code in the body is like entering html code into a frontpage design view. The editor will automaticallly recode your input to html text.
i.e. < will become < in the actual message sent.
I have only seen in Express the ability to edit the message code. not in Outlook.

You can also write your own application to accomplish this rather simply.
