I would say the definition of good would be a developer that can also discuss business needs and challenges with users, translate them into functional/system specifications, and then code and deliver the product.
I would get one foxpro guru at $60-$150 per hour.
The rest would be experienced computer scientists who've used delphi, vb,C++, or some other 4thGl/'high level database' language.
The developers without direct VFP experience would pick up VFP in a matter of months. Learning VFP aint that tough. Its about as hard as learning VB.
I'd be more concerned with the overall talent level of the junior people than what they 'know today'.
Look for people with a high mathematical aptitude along with the display of good communication skills during the interview process.
You could assemble a team like this much more quickly and in the long run maximuze productivity.
Its good to have a mix of people including some who are 'not married to VFP'.
