false impression that my
local CONFIG.FPW would process simply by DOing a PRG inside the VFP desktop. My understanding now is that CONFIG.FPW sets once - either when VFP is openeded - or a VFP EXE is requested.
DEtails are in help under "Setting Configuration Options at Startup", where it says "Visual FoxPro reads the configuration file when starting up, establishing the settings and executing the commands in the file. Settings made in the configuration file override default settings made in the Options dialog box (and stored in the Windows registry)."
