You can change the height of the detail band so that 7 bands take up the whole page. If you'd rather have all 7 bands at the top of the page a lot of blank space at the bottom, increase the height of the footer band so that it, along with 7 detail bands, take up the page.

If the height of the detail band varies because of stretchable fields, create a report variable that is set to COUNT. Then create a Data Group that breaks whenever that count is divisable by 7.
