Cannot update Foxresource error and Set as Default disab

I tried all options you suggested and everything looks as it should. I have access, the Foxuser is there, I tried the command line switch and so on. I can change the Tools/Options Resource file to any Foxuser file I want, but the options do not save when I quit out of Fox. And, I still can't get the Set As Default button to be not disabled.

Anything else you can think of?
