Could it be that the sending of the fax failed for a vendor, and that it retried to send, but meanwhile the new report was created?

I don't know how are you doing this, but you probably need to print to a file somehow, and mark each file with vendor's ID (in the filename, maybe), fax from the file, and then have a way to delete once it's confirmed it was sent.
