I have no idea of Phonetic keyboard as I never use such type of keyboard. You can use any normal keyboard for Urdu typing. You can switch the keyboard layout by pressing the following key combinations.

To switch to Urdu/English {Left Shift+Alt}
To change alignment to Right to left {Right Shift+Ctrl}
To change alignment to Left to Right {Left Shift+Ctrl}

Try the above if you have set the Urdu language in Control panel. In Arab counties the keyboards are available with both (Arabic/English) key images printed on all keys. You can use Arabic keyboard as most of the Arabic and Urdu alphabets are same. Or you can find the keyboard where Urdu alphabets printed on keys.
