You may want to look at IconEdit32, it's a good free utility, nothing fancy, that handles multiple sizes and color-depths per file.

I will check it out, if I don't find the file on VFP 6 CD. I remember (it has been a long time since I created an icon) that the program that came with VFP 6 was not very fancy but easy to use.
