The control and support is free, providing your shop (or client) is a Bloomber Licensee. You can even have a test account so you can late night it at home office.
As long as Bloomberg does not consider your shop or client a reporting service. IOW: That the information is for inhouse use, the data is included with normal licensing fees.
In our situation, some traders are providing the reports as "loss-leaders" to their [non-Bloomberg Licensed] client base (not in house). As we understand it, if the consumer (brokerage client) is a Bloomberg Licensee, then there is no additional charge for the data. However, if the consumer does not have a Bloomberg License, then Bloomberg will/may charge the brokerage for redistribution of their data.
I've heard the WAPI data is different than the DATALICENSE service. The WAPI, as I understand, has one price for all information related to a specific (excepting "market pricing") cusip. The DATALICENSE service [used to at least] charge for the pieces (fields), example .x$ for a coupon, .y$ for a factor, .z$ for a PSA (and so on).
You would need to clarify the use and rates with Bloomberg, to be sure.
BTW, do you remember that Apple based solution (Don Ho was CEO). I think the company was called GAT (or something like that). What became of them? I heard that Reuters or SAIC bought them out.
