I have had the exact same problem..... I was able to POP, but not send. The problem was with the exchange server. Whoever the network guy was, he had only specific allowable IP addresses to send the mail. But the exact error I was getting was something like "505 relaying is prohibited" or "550 relaying is prohibited". He just allowed my IP address to send mail, and boom, I was up and running.
