I can make them available and red colored if I change the default access to full, but I definitely don't want to do this. Why does the security for form controls and menu items work differently? What have I done wrong?

I checked into a solution for this and made a code change to the mmMenuExtender class so that when you go into Security Setup mode it sets all menu bars access to full (and restores the proper settings when you leave Security Setup mode). I'll include this change in the next release of MM .NET. For now, you can either set the default to "Full" or make sure you create an administrator user/role that has full rights to all menu bars for admin purposes.
