Additionally to the valuable hints Sergey gave already you may try a third option: Why don't you check Microangelo (http://www.eclipsit.com/home.asp) the "Grand-daddy" of icon software (their lingo)! Appealing is: This is a suite of Icon tools, which includes - besides an icon editor (called studio) - also an icon animator, an explorer (to check the icons in all kind of files), a librarian etc.
