I have placed some HTML Horizontal Rule lines on my page to separate the sections of data from each other. This problem only exists if you are creating a new form with the HTML lines.

I found that the z-index of the top line is very important. If the z-index is not the greatest number of the other lines, then the error message will be displayed below the first line. If you set the z-index to something higher than the other z-indexs, the error message will display above the line.

To correct it, the z-index of the top line needs to be changed to be the highest z-index item and run the form. This should make the error message appear at the top. Once the error message is displayed at the top, it doesn't matter what the z-index is anymore.

Once the problem is corrected, it will not be noticed again.
