Depending on your version of VFP ensure that these files are installed and registered:
VFP6: foxhhelp.exe and foxhhelpps.dll
VFP7: foxhhelp7.exe and foxhhelpps7.dll
VFP8: foxhhelp8.exe and foxhhelpps8.dll
