I'm running Redhat Linux 9, and did a complete install, so vsftpd was installed when I originally setup my system. Vsftpd is a ftp deamon that answers incoming ftp servcie request. If you already have it installed, all you need to do is check the vsftpd checkbox in the services dialog and it will start when your system is rebooted. You can find more info about it here:

If you need another choice you might try gssftp, the kerberized ftp service that accepts ftp connection that can be authenticated with Kerberos 5. It will already be installed on your system, if you installed everything when your system was setup.
