It is simpler than that. You can just use a Language table such as:

cKeyWord
cEnglish
cSpanish
cFrench
cEtcEtc

You can use a short keyword (and maybe add a section or something like that, just to categorize things and make management easier).

When you already have an application (or framework) the best approach is to make an automated process that USE your forms, classes, reports, etc (of course, after making a backup), and search for all the Captions, populating the table.
