Why are you so sure, it is application, not login form itself?
I believe, details may depend on how do you call the form from the application, what are form.WindowType,form.ALwaysONtop, form.Desktop and form.Showwindow.

You may try _screen.activatte, form.activate, etc., but it is difficult to advise without your code.
