In most of my applications default values should be visible at the clients side. For example if I add an orderline I want to see the quantity default to 1. It does not make sence to do this at the database level since when adding the record it is not saved at the database yet, so no default value shows up. It also avoids doing a requery to see the default value.
In general the default value should be determined by the client application, not by the database as those default values are mostly application specific and not domain specific.
