About 70100 I do not know exactly. Probably it depends.
Usually I follow the rule that if for some reason any of the sqlexec failed the procedure does sqlrollback, sends messages to user and to IT support (with all detailed information about the error). IT support is expected to do further action to investigate and to correct the issue.
