This gives the benefit of sizeable panes, weblike menu trees, easy learning for new users and a host of other benifits at the GUI level too numerous to mention. Further benefits would come by sensing local data as "out of date" so that internet or intranet connections would automatically be made.

Much of the work is already done for you. Check out Ken Levy's site: WWW.ClassX.Com. On that site - is something called WebExplorerX. I think this may prove to be very useful to you.
