This implies that if you think that a user is going to run in 480 x 640, then you should have that size set as your max in the "form" page of the Tools - Options dialog. I develop in 600 x 800 but my form template will only allow a size that will fit in a resolution of 480 x 640. Then resize works fine.

Don't forget to take account of the space taken up by toolbars and the Windows Start bar - these can seriously affect how your form looks on a 640 x 480 screen - like missing buttons! - Also don't forget about the Status bar.
