In that case, the better option is to mix the two solution (franco and mine), something as:
oShell          = CREATEOBJECT("WScript.Shell")
oFso            = CreateObject("Scripting.FileSystemObject")
cwdesktopfolder = oShell.SpecialFolders("Desktop")

lnk             = oshell.CreateShortcut("foo.lnk")
lnk.TargetPath  = "c:\dummy.exe"
lnk.Save
