Wouldn't you agree that this depends on what a person's goals are? If a person wants to be a Visual Foxpro programmer, then maybe the VFP 6 cert makes sense.

I don't think so. Assuming somebody wants to get into VFP fresh - they will then start with the latest version most likely. And taking the exam will in no way make somebody a "better" VFP developer.
Unless somebody wants to take the exam just for the purpose of taking the exam, there is no objective benefit. Ironically, these people should have taken it 3 years ago when it could have made a difference.
