I don't know, really, what is going on. Some additional ideas:
Check whether you don't happen to have a file with that name included in the EXE.
Try to see what happens if you change the macro to parentheses (only for the filename, not for options like ALIAS and EXCLUSIVE).
Try to see what happens when you hardcode the filename.
