my best idea on Errors in Installshield products is to search www.installshield.com. There is a good support.
Since I use the full version I'm not shure what you can set / unset with the cripple version they ship with VFP.
The only thing I can think of is that you have not included MSI engine in your setup or set it to "load from web". You need to run the relase wizard on your relase again and set to include engine.
