The group header and footer for the EVAL(pcGroupExpr) group shouldn't have any objects in the header or footer. The size of those bands should be zero. Your headings and footings should appear in the CustNumber group header and footer bands only. The only thing the "dummy" data group is used for is control "Start on new page".
