In all honesty if you are unemployed for 15 (or more) weeks, there is a possibility that this person does not want to find a job again (a mom wanting stay home to take care of her children comes to mind) or this person needs to rethink their career choice.

I was officially unemployed for almost a year. Not by choice and I'm now back doing what I do best. It's harsher out there than it was a couple years ago. If you've been out looking for work in the past few years you might not generalize about the 15 weeks.
