You can check out the ShowWindow property of the the Toolbar object to see if you can restrict a toolbar within your window. Not sure as I havent created toolbars in this fashion. Mine are all free floating / dockable within the main application window.
I also think from the info given that Al's suggestion of a master menu is perhaps the easiet solution.
