Ken,
>In some cases we have agreed to a 'Peer to Peer' network with the stipulation that one of the work stations is "server only" and not to be used as a WS.
Make Mom and Pop get a real server and avoid multiple problems for them and for you. I recommend Microsoft Small Business Server 2003, which is available now for just $599 in its least expensive option Standard Edition (which does not include SQL Server, FrontPage and ISA Server (proxy/firewall), but does include Exchange Server 2003 and Shared Fax Service.
Installation is easy and wizard-driven and remote administration through Terminal Services is possible, depending on their internet connection. If they are going to share access to the Internet from all workstations, I'd recommend the full version (Premium Edition) to take advantage of the ISA Server.
Combine either version with a low-end Dell Server (about $500) and you have an inexpensive but stable system. Dell will even pre-install SBS for you!
